Jumpy Hotspots Hard to Locate on Page

We have had the HTML MapMaker module in use on a client site for over a year and the client wanted an updated map with a different hotspot behavior than before.

We installed the module on another page, added a new map and 8 hotspots. They have been configured so they load html images of the same base map, with various territories defined that appear in place of the existing map, by using coordinates 0,0.

We are having a problem with the hotspots not being easy to locate, even though the circle hotspots show in the admin area. When one is located by hover, the overlaid html map shows for a split-second then goes away and is not persistent.
